The Thriving Kids initiative is currently scheduled to roll out from October 2026. This is the Federal Government’s new program aiming to support families of children with autism and/or developmental delays with low to moderate support needs.
On February 3rd, the Parliamentary Committee released its final report outlining recommendations for the program. While these are proposals (not yet final policy), here’s what we currently understand:
1. Earlier Identification of Developmental Delays
The initiative strongly focuses on improving early identification of developmental delays and neurodevelopmental differences.
This includes:
- Educating and training parents, teachers and health professionals
- Providing clearer information pathways
- A proposed website and national phone line to support families and professionals
The aim is to help children access support earlier.
2. A New “Thriving Kids Assessment” (Proposed Medicare Item)
The report recommends that GPs and other medical practitioners complete a developmental health check at age 3 under Medicare.
This assessment would:
- Identify developmental concerns
- Help determine what level of support may be appropriate
- Assist with entry into the proposed Targeted Supports pathway
Importantly, the report suggests that a formal diagnosis may not be required to access support under Thriving Kids.
3. Support Level 1: Universal Parenting Supports
This would form the foundational level of the program and may include:
- Parenting resources
- Workshops and short courses
- Playgroups
- General information and community supports
At this stage, limited detail has been released about exactly what services and tools will be available.
4. Support Level 2: Targeted Supports
This level supports children and families who require more structured or intensive support than universal services provide. Entry would likely require referral through a GP or approved provider.
Targeted Supports may include:
- Allied health early intervention
- Capacity-building for families
- Assistive technology supports
What We Still Don’t Know
Furthermore, there are still several important details yet to be clarified:
- Criteria for identifying low to moderate support needs
- Whether wait times will apply — and if so, to which parts of the program
- How the introduction of Thriving Kids will impact NDIS access criteria longer-term.
